UTILITY PARTNERS LLC is a private water & sewer company established in 2014. We collect annual water & sewer assessments to recoup the development costs related to the construction and installation of water & sewer facilities. These annual assessments are often referred to as "Deferred Water & Sewer Charges" or "Front Foot Benefit Charges".

Assessments are created by recording a Declaration in the land records creating a lien on the property and establishing an annual assessment to be collected from the property owner, usually for a period of about 30 years.  The obligation to pay these assessment runs with the property and is transferred to the new owner when a property is sold.

The Assessments are not related to water and sewer usage fees, which are charged separately by Howard County. The right to collect the Assessments is assigned by the original developer of the property to third parties, such as Utility Partners LLC.
